Context
The International Institute for Democracy and Electoral Assistance – International IDEA – is an Inter-Governmental Organization that supports sustainable democracy worldwide. Its objective is to strengthen democratic institutions and processes. The Institute acts as a catalyst for democracy building by providing global comparative knowledge resources and tools, policy proposals and supporting democratic reforms in response to specific national requests, specifically in electoral processes, constitution building processes, political participation and representation, democracy and climate change, and democracy and digitalization.
In Mozambique, one of the programmes managed by International IDEA is the “Support to Democratic Governance in Mozambique” programme with funding from the European Union (EU). The programme aims to support the consolidation of democracy in Mozambique by reinforcing the fairness, transparency and credibility of the electoral processes and strengthening the legislative process.
The Programme Manager acts as the main focal point for EU funded programmatic work, and leads the design, planning and implementation, quality assurance, monitoring and evaluation, and reporting of all related activities, ensuring compliance with both donor and International IDEA’s policies and procedures, ensuring overall coherence.
Duties and Responsibilities
- Leads the design, planning and implementation of EU-funded activities in the areas of electoral processes, in close collaboration with similar activities funded by other projects in the Office, and support to the legislative process and the Assembly of the Republic, under the direction of and in collaboration with the Head of Programme
- Manages the relevant country programme team and coordinates with consultants and co-implementing partners to ensure effective collaboration and alignment with programme objectives.;
- Performs representational duties as required by the position or as delegated, and manages visibility requirements by the donors;
- Assesses, analyses and reports on political developments in Mozambique and provides recommendations for updating and revising programme activities and initiatives;
- Provides specific expert advice to partners and programme staff as required;
- Monitors and manages the budget of their project(s) and sub-grants, to ensure compliance with donor requirements and International IDEA’s policies and procedures;
- Develops and maintains a network of key actors and stakeholders in Mozambique;
- Integrates a rights-based approach and a gender and diversity perspective in programme planning and implementation of activities;
- Prepares programme-related reports, briefings and updates on programme activities and developments based on donor requirements including contribution to revision and updating of programme documents;
- Manages the project’s Monitoring and Evaluation (M&E) ensuring adherence with the M&E plan outlined in the project document, responding to donor needs and aligned with International IDEA’s M&E results framework;
- Actively manages risk in line with organizational risk management policies and procedures;
- Liaises with member states, donors, and other partners and stakeholders on programmatic activities.

- Combines in-depth knowledge, acquired through academic achievements, excellent skills including managerial skills and relevant experience in their field;
- Manages assigned projects throughout the project life cycle, i.e. from strategic planning and project design, funding and budgeting to project assessment and accountability; leads meetings and discussions, supervises publications and input from external providers;
- Contributes to publications on their relevant subject; is recognized as a knowledge resource in their broad professional community;
- Possesses the intellectual leadership to integrate innovation into their field of expertise;
- Manages a team of contributors to the project, including staff members and possibly consultants;
- Champions team-based activities in their unit; collaborates with other entities of the Institute;
- Acts as a model and mentor for colleagues;
- Expected to travel to any geographical area involved in their projects;
- Follows internal procedures to ensure high standards of performance and compliance with Institutional guidelines;

- Integrates a gender and diversity perspective in all activities.

Education and Experience
- University degree in social science, political science, international law, international development, peace and development studies or other relevant disciplines;
- A minimum of seven (7) years’ of relevant experience in the field of democracy, governance or political development within Mozambique;
- A minimum of (3) years’ experience in management positions overseeing teams, budgets, and programme implementation;
- Experience in electoral programmes and parliament work will be considered an asset;
- Demonstrated experience in Results-Based Management (RBM) and performance evaluations will be considered an asset.
- Experience working in an international context e.g an intergovernmental organization considered an advantage;
- Excellent proficiency in written and spoken Portuguese, with strong working proficiency in written and spoken English, is required. Any other widely spoken language in an International IDEA priority region (Arabic, French, Spanish) would be an asset.
Terms of Contract:
- Local Post.
- Fixed term appointment until 31 December 2027.
- Remuneration - USD 4,724 (Base) per month
Please note as this is a local post, International IDEA will bear no costs relating to the relocation of the selected candidate to the duty station. This position is open to those legally authorized to live and work in Mozambiquefor the duration of the contract. International IDEA is not able to support work permit applications.
